Is the +20% enchant longer the only mod that matters on the scythe?
Does IW ignore other mods, particularly the "+15% damage while enchanted" mod/inscription?
Pardon this newb question, I asked this because I have a perfect enchant mod on a 13-req ancient scythe, but the +15% damage while enchanted is on another (hard mod, not inscription). Do I have to merge them into one weapon?
But if IW ignores everything else on the weapon except the +20% longer enchant mod, then I already have the "perfect" weapon

Should the scythe be vampiric? (Or Zealous)?

the scythe can have any prefix you like but not the 2 you've mentioned.
Because of IW you don't hit them directly, so no prefix would trigger.
Zealous and Vampiric would only have the negative effect for you

So I take it a "+15% damage while enchanted" inherent mod / inscription won't have any effect too?

well at the starting pont you need to run behind benton and refresh your armor skills.
then kill him with your staff....
later on run away and refresh your spells

+5 Energy
+10% chance half spell recharge
even +10% chance half spell cast (though not terribly useful)
The prefix on the weapon doesn't matter at all... but as mentioned, the "damage mod" can be something unrelated to damage at all, and that can be helpful.
